STUDENTS' UNION/ASSOCIATION AND SOCIETIES

THE STUDENTS' UNION

The Union shall be called the students' Union, Balugaon College. Here after used as "The College Union'.

The college union shall be the sole tribune ofstudents'opinion on legitimate matter inside the college.

Further, it is to foster corporate academic life, fellow feeling and a sprit of teamwork among the members of the union and to uphold moral values of the students, community.

 FUNCTIONS OF THE COLLEGE UNION

a) To organize discussion about general, cultural academic. National and international problems.

b) To invite eminent and distinguished persons to address the union.

c) To hold other functions with the prior permission of the principal.

 MEMBERSHIP OF THE COLLEGE UNION

a) Every degree student of the college is a member and is eligible to be elected to any of its office as specified before unless otherwise debarred and shall have the right of voting in the election.

b) The membership of the college union is not open to casual students.

c) The meeting of the union shall be open to all members of the staff .If anyone of them so desires can take part in the proceedings of the meeting.

ELECTION

The election for the following offices for the students union and other Association shall be held every year preferably before puja vacation.

ELECTION RULES

(Letter No. 51083 Dt.15/9/2000 from Govt. of Orissa.)

Dept. of Higher Education for Election of College Unions.

In order to enforce discipline, after careful consideration Govt. have been pleased to decided that election of the college union and other societies/association shall be held in all Govt. and non-Govt. Colleges on specified dates and time table announced by Govt. Hence forward with guidelines stated below.

1. The students contesting for different posts can not put hoarding and poster. College authority shall affix hoardings at conspicuous places indicating the name of the candidates/account shall be borne from out of the college Union fund.

2. Election result shall be published by the authority at a conspicuous place/notice aboard of the college.

3. Student convicted by any court of law cannot contest the election.

4. A student who does not have 50% attendance in the class cannot contest for any post.

5. If any contesting candidate indulges in violent activities to intimidate the student to vote for him/her shall be disqualified and his/her candidature shall stand cancelled.

1. Election shall for all the officers once at the beginnings of every academic year.

2. Nominations to such election duly seconded shall reach the principal or his nominee in writing at such time as the principal may determine.

3. Any member from among+3 final year degree and second/First year degree class can contest for the post of president and vice-president respectively.

4. No member shall give more than one vote for such office to be filled.

5. All elections shall be by secret ballot.

6. The candidates for any office obtaining the largest number of votes shall be declared elected.

7. In case of equality of votes between any or more candidates election of the successful candidate shall be determined by lot.

8. Candidates of their authorized representative's should be present at the time of scrutiny of nominations papers and counting.

9. One member can not stand for more than one office of the college union or of any other college society at a time.

10. A candidate contesting for one post can not propose or second another candidate contesting for the same post.

11. One student can not propose or second two candidates contesting for the same post.

12. Besides, other rules may be issued to be known as election rules by the principal who shall be strictly observed at the time of election.

13. In all maters including election disputes or other irregularities an appeal shall be made to the principal within 5days after the election is over and the decision of the principal is final.

THE ADVISOR

a) There shall be an advisor and two associate advisors nominated by the principal from among members of the staff.

b) The advisor shall remain present at the meetings of the union.

He will assist by helpful suggestions. If necessary, in the proper conduct of the meeting. The president may refer to him any rule for interpretation and decision of the advisor when so referred to shall be final.

c) The advisor may, if he is unable to remain present at a meting request associate advisor to take his place and he shall discharge all the functions of the advisor.

PRESIDENT

a) The president of the college union shall be elected from among the +3 degree students of the college.

b) The president shall preside over all the ordinary meetings of the union at which he is present and over the extraordinary meetings.

c) He shall be responsible for maintaining order and interpreting the rules. His rulings shall be final except where he request the advisor.

d) To discharge such other function, as are assigned to him by the constitution or by the Principal.

VICE PRESIDENT

a) The Vice-President of the college union shall be elected from among the +3 Degree (1st or 2nd year) students of the college. In the absence of the president the vice-president shall assume all his rights and discharge all his duties. He shall help the president in the smooth running of the union function.

SECRETARY

a) The secretary shall arrange debets, and give notices to the members of the meetings whether annual, ordinary of extra-ordinary.

b) He shall select the topics for discussion and debate at all ordinary meetings in consultation with the adviser and the president and make all other arrangements for such meetings.

c) To convey meetings of the executive committee and to maintain the minutes of the meetings and to execute the decisions of the committee.

d) To remain in charge of the college union office, its property and records.

e) To maintain proper accounts and vouchers other expenditures of the union.

f) An ordinary meeting of the executive committee may be called by the advisor. Notice of such meetings with date, time and place shall be given to members at least 24hours before the commencement of the meeting.

g) The minutes of the executive shall be maintained by the secretary and shall be communicated to the principal within two days of the meeting through the advisor.

h) The secretary is the executive officer of the union elected from Degree class.

ASST. SECRETARY

The Asst.secretary shall assist the secretary in the discharge of his duties and in the absence of the secretary he is to perform all the duties of the secretary. Such office bearer should be a student of +3 1st year of 2nd year Degree class student.

PROCEDURE OF THE MEETING

a) In the absence of both president and vice-president in ordinary meeting, the members present will elect a chairman from among themselves, the advisor or associate advisor taking the chair until the election is over. The chairman shall assume all the rights and discharge all the duties of the president during the meeting.

b) At the commencement of each ordinary meeting secretary shall read out the minutes of the last meeting and other meeting of the union. The minutes of being approved shall be signed by the principal.

c) Every speech shall be relevant to the subjects of debate or the amendment proposed. No person reflection shall be made in the course of the meeting.

d) No member other than the mover of a motion shall speak more than once in the course of the debate. The mover may at his option replay to the debate.

e) The president may, if he so desires, take part in the debate, the vice-president in the latter's absence or if both them like to take part, the advisor shall take the chair.

VOTES ON DEBATE

All questions in the debate shall be determined by a majority of votes of the members present. If the votes are equally dividing, the president shall decide the question by lot.

POINT OF ORDER

The advisor, his deputy or any member may call the president's attention to a point of order even while a member is speaking but no speech shall be made on such point of order.

DISCIPLINE

For maintaining discipline in the meeting the president any member to order. If any member disobeys any ruling of the president or of the advisor of the associate advisor, the president may ask the member to with draw from the meeting and report his name to the principal, the principal may dissolve the meeting and take such action against the member, as he deems necessary.

VACANCIES IN THE OFFICE

The office bearer shall hold the office for the entire session unless he/she.

a) Ceases to be member of the college union.

b) Voluntarily resigns in writing addressed to the principal OR

c) Removed as per rule II-(d).

d) Any office bearer who fails in the proper discharge of his duties can be removed by a vote of no confidence passed by three-forth of the members of the union present at an ordinary meeting called for the purpose.

Membership

The membership of the association is open to all the students of +2.

THE DAY SCHOLARS ASSOCIATION (+2 & +3)

1. To promote a sprit of fellowship and cooperation among the day scholars by various cultural competitions.

2. To observe the "Sri Ganesh Puja" and the "Sri Saraswati Puja" in the college campus.

THE ATHLETIC ASSOCIATION (+2 & +3)

Objectives

To promote a athletic activities among the students

a) The Principal, the VP/AVP and the physical education teacher will choose the captain and vice captain for all the outdoor games provided in the college.

b) The secretary can not be the captain for any games. If students are elected for both posts he shall have to resign from either of the posts.

c) If both the captain and vice-captain chosen in the previous session do not join in the following session, the vice-president shall nominate a captain till the next election are held, if he finds that the work cannot be managed out a captain.

d) If the captain absents himself from the field continuously to be the captain.

Functions

To consider the budget prepared by the subcommittee consisting of the vice-captains and the class representatives.

Vice-President

a) He will be in charge of the funds, accounts and all correspondence including the purchase of sports materials.

b) He will be the general superintendent of all the game.

Secretary

a) He will be the convener or the general and committee meetings with due approval of vice-president.

b) He will prepare the annual report.

c) He will conduct all correspondence assigned to him by the vice-president

d) He will keep the accounts of the association.

The captain

a) To select players for friendly and competitive matches with the approval of the PET and VP/AVP of all college games.

b) To be responsible for the organization of all college games.

c) To be in charge of the ground set apart for the games.

d) To arrange any match after obtaining prior approval of the principal and the vice-president.

The Physical Education Teacher (PET)

a) To organize all indoor and outdoor games.

b) To copy out all the invoice in the stock.

c) To keep an account of the sports goods.

d) To look after the playground.

e) To maintain records in connection with the games.

f) To do such work in connection with sports as vice-president may assign to him.

g) To maintain multy Gym.

THE DRAMATIC ASSOCIATION (+2 & +3)

a) To encourage and cultivate dramatic art among the members by arranging theatrical performances or by any other means incidental and conductive to this.

b) To select the drama to be preferred and the date of dates of performances, the decision shall be subject to the approval of the principal.

Cultural Association (+2Stream)

1. Objectives : The objectives of cultural Association are primarily cultural in nature. It aims at stimulating the interest of +2 students in intellectual and academic activities by holding debates, discussions, and competitions.

2. Membership : Every bonafied student of +2 class shall be the member and shall have right to contest and cast vote in its election to various posts.

3. Executive committee: The executive committee of the Association consists of following members.

a) Principal-President (Ex-officio)

b) Vice-President/Associate vice-president-Nominee of the principal.

c) Secretary

d) Asst. Secretary

e) Boys representative to be elected

f) Girls representative

The meeting procedure is as like meeting of +2 other associations.

MEETING PROCEDURE

1. The vice-president of the association is to preside over all the meetings of the executive committee and is to keep the association under his direct supervision. He may depute the associative if he is unable to attend any meeting.

2. The secretary is to keep up to date accounts accurately and to organize all the functions with the approval of the vice-president.

3. The asst. secretary is to act as secretary in the absence of the latter.

4. The fund of the association will be under the control of the principal.

5. All the meetings shall be open to all the members of the staff. The committee of the EC shall

a) Present a report of activities and statements of the accounts in the annual general meeting.

b) Transact all other business relating to the management of the society. The quorum for an ordinary meeting of the committee shall be five. The principal will be the final authority in all matters relating to the association/society.

+2 SCIENCE SOCIETY

Membership

The membership of the association is opened to all the +2science students of the college.

Executive Committee

As per the rules under other association "Executive Committee."

Functions

The society is a cultural association devoted to advancement and diffusing of scientific knowledge among the students and the teachers by inviting emanates persons to address the society.

Procedure of accounting for union & other Associations

a) Soon after the Oath taking is over, the executive committee of the union/other associations shall chalk out their respective budgets and submit the same to the principal for approval through their Advisor/vice president before spending any amount out of funds of the Union or societies.

b) No extra money can be paid to the union or any other society under any circumstances.

c) Advances will be sanctioned only on recommendation of the Advisors / Vice-Presidents.

d) All advances should be settled up within two weeks from the date of receipt.

e) Stock registers in respect of purchase of non-consumable goods should be maintained by the concerned secretaries duly counter-signed by Advisor/the Vice-president as the case may be No clearance certificate shall be issued to the concerned secretary unless he / she hands over the stock and stock register to the Advisor / concerned vice-president.

Students' Union Fund

Annual membership fee of Rs. 25/- will be collected from each member of the Union at the time of admission.

The Science Society

All the students and teachers of the science classes are the members of the science society.

Functions :

The society is a cultural association devoted to advancement and diffusing of scientific knowledge among its members by organising discussions, debates, symposia and by inviting eminent persons to address the society.

The Oriya Sahitya Sansad

The Oriya Sahitya Sansad is a Cultural Association in which every student of the college having oriya as compulsory or optional subject is a member. The principal is the ex-officio president and Head of the Department of Oriya will be vice-president of the Sansad. There will be an elected secretary and one Asst. Secretary for the Sansad. The purpose of the Sansad is to organise literary figures to deliver speeches on literary topics.
